4 usdv回购

These are the basic mechanics. It means USDV supply will increase or decrease based on how the community will play the auction contract.

ap回答：还没有最后定稿，最后的细节还在考虑中，可能会在未来几个小时，也就是今天，拍卖可能就会上线了，

the auction contract will most likely go live in a few hours. it will start with 10 minutes time limit and i will manually increase this time limit. it's fine to make it 10 minutes initially since there are less USDV tokens at the early part. the increase in time limit will be gradual as i'm observing.
